If I compare the 2007 Metropolitan to the 2007 Vino Classic...
Both have MSRP of $1899.
Both have 50cc 4-stroke engines with liquid cooling.
Both use drum brakes on the front and rear.
The Metropolitan is 3 pounds lighter than the Vino Classic
The Vino Classic has a slightly longer wheelbase.
The Vino Classic comes with a luggage rack standard.
The Metropolitan has a few more accessories available.
The Metropolitan holds slightly more (.12 gallons more) fuel than the Vino Classic.
The Vino Classic also has a kick start in addition to the electric start. I can't find information on the Metropolitan on this area, but having a backup in case you have a low battery is nice.
Both will be a pretty reliable, inexpensive vehicle to own and operate.
If you ask me subjectively, I think the Vino Classic has sharper looks than the Metropolitan - much more "retro" looking, and the chrome is very nice to look at.

A Metropolitan II is well known for it's poor acceleration, and top speed around 23MPH, which is very bad. You can't just do a few mods and make it faster either. I modded one extensively, and it still had a problem with 30MPH.
The Vino is a 2 stroke Minarelli engine, that has a ton of aftermarket parts for it. The engine is the same as the air cooled aprilias, but is extensively detuned. $300.00 in this motor will do a lot. There is a restrictor plate in the exhaust which keeps it under 30, take it out, and it will tickle 40. Beyond this, find a Zuma, which is the same engine with better geometry. A Zuma will break 40 out of the crate, and is essentially the same as an Aprilia, except for a few minor things.
Just to be safe, the 07 vino is still the 2 stroke, I believe, but if it isn't, then the vino info does not apply. The Met II is not very good, and the original Met is much better. The Ruckus is essentially the same as the Met (not Met II), and is rugged, as well as the fact it moves nice.
