I'm surprised you have had to change the pads already on an '06 model unless its got a pretty high mileage. How do you adjust the handbrake on a honda accord 06 model? It will have a sell adjuster on the rear brakes, but if the adjuster has been screwed back in to allow the new pads to be fitted the adjuster will not re-adjust the free play.

What you need to do is remove the rear wheels, using a torch turn the rear drum, looking thought the wheel bolt hold align the hole with the adjuster. Then using a long flat screwdriver adjust the free play until the rear drums turn with a little resistance.
